The pupils entering the competition will write a letter, in essay form, to H.C. Andersen. They must write the letter on the theme, "The truth is not always pleasant, but it is most important of all", which is the theme of this year’s competition. The project is realized in cooperation with Šiauliai Universitet, which will set up a council consisting of both students and teachers from the university. The council will read and evaluate the letters that have been entered for the competition, and subsequently publicly announce the winning letter on H.C. Andersen’s birthday on 2nd of April.
The final event for the competition will be arranged by 'Panevėžys Puppet Wagon Theatre', which itself received the H.C. Andersen prize in 2003. The director of 'Panevėžys Puppet Wagon Theatre', Antanas Markuckis, will award prizes to the students who submitted the best essays. The public will hear the winning competitors reading their letters aloud, and this will be followed by 'Panevėžys Puppet Wagon Theatre' performing a play by H.C. Andersen.
