The EU ministers responsible for the single market, industry and research usually meet six times annually in the Competitiveness Council. Two of these meetings are informal meetings. The Council is responsible for the EU’s single market as well as ensuring the framework conditions for European industry and research.
2012 marks the 20 year anniversary of the launch of the Single Market. During the Danish Presidency the EU will negotiate a reform of the Single Market. The so-called Single Market Act. It is the single largest overhaul of basic single market legislation since the creation of the Single Market 20 years ago.
Among other things the aim is to creat a Digital Single Market. During the Danish Presidency, the EU will also deliberate on the proposal for the new EU Framework Programme for Research and Innovation – Horizon 2020 – and discuss the new EIT Strategic Innovation Agenda. Furthermore, negotiations on the new framework for The European Atomic Energy Community will begin.
The first two days of the informal meeting of the Competitiveness Council (February 1-2) will be dedicated to discussions on Horizon 2020. A Ministerial Conference with European research ministers and key global stakeholders on the first day will be followed by discussions among research ministers only on the second day.
On the third day (February 3), European ministers responsible for industrial policy and the single market will meet to discuss how to best unleash the potential of the Digital Single Market. The meeting will be fully digital and will among other things use interactive means of communication such as tablets etc. to facilitate discussions on how to create a Digital Single Market in the EU to the benefit of European companies and consumers.
